The russian occupation authorities force people to send children aged 6 and over to a so-called Cossack-cadet corps for supposedly «proper patriotic education».

Operational information on 18.00, 01.02.2023 regarding the #russian_invasion

The three hundred and forty-third day of the russian large-scale invasion continues.

During the day, the enemy carried out 2 missile strikes (on the civil infrastructure of the settlements of Sloviansk and Kramatorsk, Donetsk region) and 2 air strikes. Fired 24 shots from rocket salvo systems.

The threat of air and missile strikes remains throughout Ukraine.

The enemy is actively conducting reconnaissance, preparing for an offensive in certain directions. Despite heavy losses, he continues to attempt offensive actions in the Lyman, Bakhmut, Avdiivka and Novopavlivka directions.

No enemy offensive groups were detected in the Volyn, Polisiya, Siverskskyi and Slobozhanskskyi directions. Enemy troops are being trained on the training grounds of the republic of belarus. At the same time, in the border areas with Ukraine, the enemy keeps certain units, does not stop mortar and artillery attacks on the areas of Ukrainian settlements. Among them are Klyus and Yelina of Chernihiv region; Katerynivka, Vovkivka, Oleksandrivka and Volfyne — Sumy and Veterinary, Neskuchne, Ternova, Ohirtseve, Vovchansk and Budarka in Kharkiv region.

In the Kupyansk direction, the areas of Dvorichny, Ivanivka, Kupyansk, Kislivka, Kotlyarivka, Krokhmalny and Pischany of the Kharkiv region and Novoselivka and Stelmakhivka in the Luhansk region were affected by the fire.

On the Lyman direction, the enemy shelled Nevsky and Dibrova in the Luhansk region and Terny and Serebryanka in the Donetsk region.

In the direction of Bakhmut, tank and artillery shelling occurred in the areas of settlements: Verkhnokamianske, Spirne, Bilogorivka, Vesele, Bakhmut, Ivanovske, Stupochki, Druzhba and New York of the Donetsk region.

Avdiivka, Pervomaiske, Nevelske, Krasnohorivka, Georgiivka, Maryinka and Novomykhailivka came under enemy fire in the Avdiivka direction.

Vugledar, Novoukrayinka, Prechistivka, Velyka Novosilka and Neskuchne in the Donetsk region were hit by artillery fire in the Novopavlovka direction.

In the Zaporizhzhia direction, more than 20 settlements came under the influence of fire, in particular, Vremivka in the Donetsk region and Poltavka, Malynivka, Gulyaipole, Charivne and Novodanilivka in Zaporizhzhia.

On the Kherson direction, the city of Kherson, as well as Dmytrivka, Mykolaiv region, were hit by artillery fire.

The enemy continues to use the civil infrastructure in the temporarily captured territory for its own purposes. Thus, the russian occupiers use the city hospital of Dniprorudny of the Zaporizhzhia region as a military hospital. Medicines and surgeons were brought from the russian federation.

The russian invaders continue to put pressure on the citizens of Ukraine, to violate human rights. In particular, in Starobilsk, Luhansk region, the russian occupation authorities force people to send children aged 6 and over to a so-called Cossack-cadet corps for supposedly «proper patriotic education». People who refuse to send their children to the specified corps are threatened with deprivation of parental rights.

Units of missile troops and artillery of the Defense Forces of Ukraine hit 3 areas of concentration of manpower and the command post of the occupiers during the day.

Ofice of the President of Ukraine

I am thankful to the Bulgarian Parliament for recognizing the 1932-1933 Holodomor as a genocide of the Ukrainian people. This step commemorates millions of Holodomor victims and restores historical justice. Bulgaria’s gesture of solidarity will always be remembered in Ukraine.

I thanked PM @alexanderdecroo for the previous powerful defense package. We discussed further cooperation, support for our initiatives at the #UN, acceleration of the next EU sanctions package. We count on Belgian’s principled stance on not allowing Russian athletes to @Paris2024.

I’m in constant contact with Canadian Prime Minister @JustinTrudeau. Informed him in detail about the situation at the front & Ukraine’s defense needs in armored vehicles, artillery and aviation. We agreed on joint diplomatic steps, in particular on the implementation of #PeaceFormula.

We are finalizing our preparations for the Ukraine-EU Summit scheduled for this week. In general, this week will be a week of European integration in every sense of the word. We are expecting the news for Ukraine. We are expecting the decisions from our partners in the European Union that will be in line with the level of cooperation achieved between our institutions and the EU, as well as with our progress. Progress, which is obvious — even despite the full-scale war.

Today I held a long meeting with the international bloc of the government and the Office. We are preparing Ukrainian positions for negotiations with EU representatives.

And very importantly, we are preparing new reforms in Ukraine. Reforms that will change the social, legal and political reality in many ways, making it more human, transparent and effective. But these details will be announced later, based on the results of the relevant meetings.

Today, as in fact every day, I held several meetings with the military and the head of intelligence. We are studying the situation in detail in all major operational directions and in the long term. What the occupier is preparing for, and how we are already responding to Russia’s preparations for a revanche attempt.

Our defense and security forces, the Ukrainian government, our partners — all of us are making efforts to ensure that Russia not only fails in regaining ground on the battlefield, but also loses its last hope for aggression in its revanche attempts. Russia’s defeat will prevent any alternatives to a lasting and reliable peace. I thank all our partners who support this position of Ukraine.

Today I spoke with Prime Minister of Canada Justin Trudeau. I briefed him on the situation on the battlefield — on the constant assaults in the Donetsk region, on the situation in the south and the existing threats. We discussed how our defense cooperation could be supplemented. We separately touched upon the issue of sanctions and Russia’s international isolation.

In particular, I am grateful to Justin for understanding our call to the international Olympic bodies that any concessions to a terrorist state are unacceptable. The Olympic movement and international sport in general must be protected from Russia’s usual attempts to politicize sports — we have seen this repeatedly at different times. Now, Russian politicization of sports will inevitably mean justification of terror. This must not be allowed. It is only together that the free world can protect sport from those sports bureaucrats who are willing to turn a blind eye to reality for some reason.

Today I also spoke with Prime Minister of Belgium Alexander De Croo. I thanked him for the powerful defense package that was recently approved. We discussed our cooperation on international platforms, particularly within the UN. We discussed sanctions against Russia and the next sanctions package. We also talked about cooperation in protecting sports and the Olympic movement from propaganda of terror.

And one more thing.

Now there is a certain lull with personnel decisions… But this does not mean that all the necessary steps have been taken. There will be decisions. Those in the system who do not meet the fundamental requirements of the state and society should not linger in their chairs.

I thank each and every one who is defending the state! I thank everyone who is fighting for Ukraine!

In the framework of the meeting of the Presidents of Ukraine and Austria in Kyiv, a number of documents in the fields of energy and environmental protection were signed.

In Kyiv, in the presence of President of Ukraine Volodymyr Zelenskyy and President of the Republic of Austria Alexander Van der Bellen, a number of documents of understanding in the fields of energy and environmental protection were signed.

In particular, Ukrainian Minister of Energy German Galushchenko and Austrian Minister for Climate Action, Environment, Energy, Mobility, Innovation and Technology Leonore Gewessler signed a Memorandum of Understanding to launch a partnership in the field of energy transition and renewable energy sources.

The document was developed to address issues related to the implementation of the energy transition and the deployment of renewable energy sources.

The signing of the Memorandum will lay the basis for in-depth cooperation between the countries in the format of energy partnership.

The document provides for the exchange of best practices in the energy transition (energy system planning, state support schemes, etc.); introduction of innovative technologies in the field of renewable energy sources; demand management and development of distributed generation; acceleration of the deployment and use of renewable hydrogen, etc.

The Memorandum also provides for the possibility of establishing a joint working group, in particular to address organizational issues and plan further cooperation.

In addition, Minister of Environmental Protection and Natural Resources of Ukraine Ruslan Strilets and Leonore Gewessler signed a Memorandum of Understanding in the field of environmental protection.

The document will create favorable conditions for the development and establishment of bilateral cooperation between Ukraine and Austria in the environmental field, taking into account the current challenges caused by armed conflicts that have devastating consequences for the environment, ecosystems and human health.

The Memorandum will serve as an impetus to draw attention to environmental protection and sustainable use of natural resources, which will allow expanding and strengthening relations between the two countries to curb and mitigate environmental impact, taking into account the need for timely response to armed conflicts and recovery from them.

This is another step in the implementation of the EU acquis and Ukraine’s movement towards EU membership.

Head of the Office of the President of Ukraine Andriy Yermak took part in a joint meeting of the Committee on Foreign Affairs and the Subcommittee on Security and Defense of the European Parliament via video call.

The meeting was also joined by former NATO Secretary General and former Prime Minister of Denmark Anders Fogh Rasmussen, who, together with Andriy Yermak, co-chairs the international group that has developed proposals in the form of a document called the Kyiv Security Compact to provide Ukraine with reliable security guarantees before it becomes a full-fledged NATO member state.

Speaking to the audience, the Head of the Presidential Office thanked the European Parliament for supporting our country in its struggle for freedom and independence from the very beginning of the full-scale Russian invasion.

Andriy Yermak noted that Russia’s aggressive war against Ukraine continues and the Kremlin is seeking revanche for the defeats it has suffered in almost a year of fighting.

In this situation, the Head of the Presidential Office emphasized, it is relevant and vital to provide Ukraine with the full range of weapons, and the EU should act proactively. In particular, it should restart its defense industry and allow Ukrainian enterprises to join it. It is also necessary to increase sanctions pressure on the aggressor.

According to him, all this will help end the war faster with the full restoration of Ukraine’s territorial integrity and sovereignty within internationally recognized borders.

At the same time, the Head of the Presidential Office noted that Russia believes it is at war with the West. Therefore, this war is an aggression against the whole of Europe and the values that unite it. In addition, it is pointless to seek a dialogue with Moscow as it does not know how to speak on an equal footing.

Andriy Yermak reminded that at the G19 Summit in November President Volodymyr Zelenskyy presented the Ukrainian Peace Formula based on international security — nuclear, energy, food, environmental, and, of course, military security, which concerns everyone. And the international Yermak-Rasmussen group has developed a draft Kyiv Security Compact, which is also intended to help establish effective security guarantees for our country in the future.

For his part, Anders Fogh Rasmussen noted that one of the points of the President’s Peace Formula is a system of reliable guarantees that would ensure Ukraine’s independence and territorial integrity in the long term.

«These guarantees do not replace Ukraine’s aspiration to join NATO. This decision will be made by the Ukrainian people. But NATO membership takes a long time, and the Kyiv Security Compact is something that can be implemented now,» he said.

The former NATO Secretary General noted that these proposals envisage strengthening Ukraine’s capabilities and powerful Armed Forces so that the country can defend itself. And this requires the support of Ukraine’s partners in the framework of the Compact. They must take on the appropriate obligations. It is also about building a modern defense industry in Ukraine.

In addition, the signatories to the document must commit themselves to impose automatic immediate sanctions against Russia in the event of further or new aggression.

«This treaty offers enhanced self-defense to ensure peace. It also allows us to avoid the mistakes of the past. Previous security guarantees for Ukraine proved to be useless, including the infamous Budapest Memorandum. The Kyiv Security Compact does the opposite. It provides positive guarantees: practical material support to enhance Ukraine’s ability to defend itself,» explained Anders Fogh Rasmussen.

Nathalie Loiseau, Chair of the European Parliament’s Subcommittee on Security and Defense, said that the European Parliament strongly condemns Russia’s war against Ukraine, and the EU should continue to provide financial, humanitarian and military assistance to Ukraine. She reminded that the European Parliament has designated Russia as a state sponsor of terrorism.

Nathalie Loiseau is convinced that it is necessary already today to think about ways to guarantee the security of Ukraine and the entire European continent in the future. In her opinion, it is reasonable to follow the recommendations calling for multi-level security guarantees.

Urmas Paet, Vice-Chair of the European Parliament’s Committee on Foreign Affairs, supported the idea of talking about security guarantees now, even before Ukraine wins the war.

«It is very important to mobilize all the necessary political, financial, military and diplomatic resources to ensure that the horrors we are witnessing today do not happen again in the future,» he said.

According to Urmas Paet, the Kyiv Security Compact contains clear proposals on security guarantees for Ukraine.

«Ukraine counts on our support for the Peace Formula announced by President Volodymyr Zelenskyy,» said the Vice-Chair of the Committee.

Answering the questions of deputies — representatives of various groups of the European Parliament, Andriy Yermak also stated that Ukraine does not have any scenario of victory in the war, which would not provide for a hundred percent restoration of the territorial integrity of our state within the internationally recognized borders.

«All other proposals for any negotiations while Russian soldiers are on our land are absolute Russian propaganda. Under President Zelenskyy — and this, I am sure, is also the position of the Ukrainian people — there will be no new «Minsks», no new «Normandy formats». And this should be clearly understood,» he emphasized.

Andriy Yermak is convinced that the world is dealing with modern fascism, as there are once again concentration camps in the occupied territories of Ukraine and in Russia. And MEPs can see the crimes committed by the Russian occupiers with their own eyes when they visit our country.

In his opinion, Ukrainians showed at the cost of their own lives that there is no need to be afraid when you stand up for your values.

«Today we are the best imagemaker for NATO, having shown the level of Russia. Russia clearly understands that today it is unable to dictate terms to NATO countries. Let’s not lose it together! Thousands of lives of Ukrainians and Ukrainian children were paid for it. And Ukraine’s membership in NATO will only strengthen the Alliance,» said the Head of the President’s Office.

Responding to the questions, Andriy Yermak also emphasized that even during the war, Ukraine continues reforms, builds an anti-corruption system, and carries out de-oligarchization. And this is evidenced by high-profile anti-corruption cases.

The Head of the President’s Office once again thanked the European countries, their leaders and people for supporting Ukraine and Ukrainians over these months.

«Your citizens already clearly understand that Ukraine is part of the European family. And we are working hard around the clock to make this a reality as soon as possible,» emphasized Andriy Yermak.
